As an Experienced Board Member, I understand my responsibilities:

  • I would not skip meetings
  • I would not abstain or avoid voting without a truly legitimate reason

  • I would read the materials prepared for Board Members prior to every Board meeting, and not simply skim them over.
  • I would bring solutions and suggestions to the issues at hand, not just criticize others even if I disagree with them
  • I am fiscally responsible

Safety Oriented

  • I chaired the Three Springs Ad Hoc Public Safety Committee during my previous Board service
  • I continued to chair and serve at times on the Public Safety Committee even after my previous Board term concluded
  • I recently started the Firewise Committee in Three Springs, and our neighborhood has since become Firewise certified (which is helpful in maintaining fire insurance on individual properties)
  • I have steadfastly championed the installation of Automated License Plate Reader cameras which were finally installed outside our entrance by the City of Westlake Village for enhanced safety in our community, at no added cost to Three Springs homeowners. Enough disruption.

Sadly, some in our neighborhood appear to believe that simply working against others by sowing discord, creating divisiveness, and even suing the HOA are the only way to get their way. As an experienced attorney, I understand how to bring people together.

About Me

My name is James E. Silverstein, and I am running for a Board of Directors position here in Three Springs. A well-functioning and respectful Board is integral to protecting the beauty and values of our homes. This includes ensuring that everyone adheres to our community rules which are for everyone’s benefit. This must always be true, even when individual Board members might disagree on specific policy matters. Afterall, disagreement, when respectful, is a cornerstone of democracy.

My ultimate goal is to tone down the rhetoric and divisiveness that currently plagues our Board operations. This will help return the Three Springs Board to an environment based upon collaboration and respectful interactions in the pursuit of the common good for all our neighbors. I want to help restore decorum to the way the Board interacts with one another. This is the foundation of peace and tranquility which benefits  the beautiful and scenic setting in which we all call home.

I am uniquely qualified to serve on this Board, which I previously served on from 2018-2019. I am intimately aware of not only the operational processes, including the necessary collaboration with the City, but our great law enforcement partner, Lost Hills Sheriff’s Department, and the various public utilities which all work together to serve our community.

I am very knowledgeable about the legal liabilities which can impact our neighborhood, our insurance needs, the budgeting process, and how to best navigate all the issues which tend to come up. I have practiced law for nearly 20 years and have owned a business almost as long, so I know how to efficiently and cost-effectively get things done.

I am also very passionate about keeping our community safe. After our home was broken into in 2017, I successfully ran for my first term on the Board. While on that Board, I voted for and then chaired a new Ad Hoc Three Springs Public Safety Committee. Amongst other things, I fought tirelessly at the Board and city levels to procure security cameras near our entrances to the neighborhood as a tool to both deter crime and help law enforcement solve existing crimes like our break in.

Despite pushback from a very small but vocal minority of residents at the time, including by a Board member who still serves on the Board to this day (and is seeking yet another reelection after serving on the Board for the better part of a decade now), I was thrilled last year when the City finally installed over 15 ALPR (automated license plate reading) cameras in and around the City, including at the entrance to Three Springs. I was also honored that the city chose to utilize the same camera system that me and my Public Safety Committee had researched and presented to the city as early as 2018.
